The literature reviewed in this document is global in its focus to attend to broad trends in the field and practice of agricultural extension. We do not aim for an extensive literature review but to identify implications for not including gender, ways to do so, and means to move forward. mNutrition was a five-year global initiative supported by the Department for International Development (DFID) between 2013 and 2018, organised by GSMA and implemented by in-country mobile network operators (MNOs) and other providers. The evaluation was carried out by a consortium of researchers from Gamos, the Institute of Development Studies, and the International Food Policy Research Institute. Extension and advisory services (EAS) play a key role in facilitating innovation for sustainable agricultural development. To strengthen this role, appropriate investment and conducive policies are needed in EAS, guided by evidence. It is therefore essential to examine EAS characteristics and performance in the context of modern, pluralistic and increasingly digital EAS systems. In response to this need, the Food and Agriculture Organization of the United Nations (FAO) has developed guidelines and instruments for the systematic assessment of national EAS systems.

EAS are increasingly provided by a range of actors and funded from diverse sources. With the broadened scope of EAS and the growing complexity of the system, the quantitative performance indicators used in the past (for example related to investment, staffing or productivity) are no longer adequate to assess the performance of EAS systems.

This report is based on the outputs of a one week Exposure and Exchange Programme (EEP) in India hosted by the Self-employed Women’s Association (SEWA) with African women leaders of producer organizations from West and Central Africa. Since the entry into force of the Cartagena Protocol on Biosafety in 2003, concerted efforts have focused on mobilizing international assistance to help developing countries build their institutional capacities in biosafety and meet their obligations under the treaty. The FAO Regional Office for Asia and the Pacific, in cooperation with the Government of Thailand, launched “Asian BioNet” – a regional initiative on capacity building in biosafety of genetically modified (GM) crops in Asia.
In line with the Watershed Guidelines of 2008 - released by the Government of India - the Indian Department of Agriculture and Cooperation, in partnership with the German International Cooperation (GIZ), has implemented a project called ‘Strengthening Capacity Building for Decentralized Watershed Management’. The objective of the project was to improve the capacities and networking of central and state organizations to implement large public investment for decentralized watershed management programs. The project was piloted and implemented in Rajasthan, Karnataka and Uttarakhand.
