The objective of this consultancy assignment was to develop a concept and learning framework for AFAAS to use to systematically undertake lesson learning in AAS. The task was undertaken in the context of AFAAS being in its infancy and in the process of setting up its operational structures and instruments. The consultants therefore relied on conceptual thinking, literature review and their own experience, especially in the area of social learning and knowledge management.

From October 2006 through September 2008, Winrock International and partners International Development Enterprises and the Institute for Governance and Development implemented the Conflict Reconciliation and Reduction in Nepal (CRRN) program. The program aimed to reduce conflict in Nepal by improving governance and generating equitable economic opportunities.
Conflicts of interests have been hypothesized when agricultural advisory services are connected to agri-input businesses. However, these have not been examined using large sets of advisory service and grower data. We provide quantitative insights into dependencies between service, crop production, sustainability and the level of agri-input business-linkage of extension workers. This study analyzed 34,000+ prescription forms (recommendations) issued to growers in China, as well as grower interview data.
In line with the Watershed Guidelines of 2008 - released by the Government of India - the Indian Department of Agriculture and Cooperation, in partnership with the German International Cooperation (GIZ), has implemented a project called ‘Strengthening Capacity Building for Decentralized Watershed Management’. The objective of the project was to improve the capacities and networking of central and state organizations to implement large public investment for decentralized watershed management programs. A group of researchers and industry writers have constructed a narrative of technological triumph for Bt cotton in India, based on an empirical record of superior performance compared to conventional seed. Counterclaims of Bt cotton failure are attributed to mutually reinforcing interactions among non-governmental organisations which avoid rigorous comparisons. However, researchers and the biotechnology industry are also engaged in a similar authentication loop for generating, validating, and publicising such facts.

The Mesoamerican Agroenvironmental Program (MAP-Norway) is a multi-dimensional rural development program implemented in Central America since 2009, working with smallholder families, producer organizations, governmental organizations, and regional governance platforms. To monitor, assess, and evaluate the effects of the program on its beneficiaries, MAP-Norway uses a series of indicators that allow project managers and donors to adapt and follow-up on the interventions.
