Extension and advisory services (EAS) play a key role in facilitating innovation for sustainable agricultural development. To strengthen this role, appropriate investment and conducive policies are needed in EAS, guided by evidence. It is therefore essential to examine EAS characteristics and performance in the context of modern, pluralistic and increasingly digital EAS systems. In response to this need, the Food and Agriculture Organization of the United Nations (FAO) has developed guidelines and instruments for the systematic assessment of national EAS systems.
Agriculture is central to Ethiopian economy but its sustainable development faces enormous challenges. Low innovation capacity, low productivity, dwindling natural resources and climate change, small-scale subsistence farming, and low levels of market integration and value addition have all made agricultural development more complex. In spite of the decades of research and development efforts, the rate of growth for both crop and livestock productivity has remained low.
The paper describes the existing mechanisms of innovation diffusion particularly focusing on the initial phase to introduce the results of innovative projects into the government system of Uzbekistan. The paper aims to analyze the existing bureaucratic, legal and political matrix for the introduction of ZEF project innovations into practice. The innovations developed by the staff of the ZEF/UNESCO project in Uzbekistan range from their content and purpose of use from technological to institutional ones. The innovations considered in this paper are mainly technological ones.
The paper uses a stochastic frontier analysis of production functions to estimate the level of technical efficiency in agriculture for a panel of 29 developing countries in Africa and Asia between 1994 and 2000. In addition, the paper examines how different components of an agricultural innovation system interact to determine the estimated technical inefficiencies. The paper has been presented at the Southern Agricultural Economics Association Annual Meeting, Birmingham, AL, February 4-7, 2012.
This paper briefly analyse the genesis, development and change in public sector-led extension approaches in India showing its temporal pattern, emerging innovations in extension approaches and the way forward. Using Nepal as a case, this paper illustrates how farmers and their supporting institutions are evolving and co-producing climate sensitive technologies on demand. Drawing upon the hypothesis of induced innovation, the authors examine the extent to which resource endowments have influenced the evolution of technological and institutional innovations in Nepal’s agricultural research and development. This study reveals that Nepal has developed a novel multilevel institutional partnership, including collaboration with farmers and other non-governmental organizations in recent years.
Since 1981, IFAD has financed 19 rural development programmes and projects in Rwanda, for a total amount of US$358.04 million, and directly benefiting about 1,540,157 rural households. IFAD also supports the government in mainstreaming climate resilience.
