This study describes the evolving context and organisational linkages in the agricultural innovation system of Azerbaijan and suggests ways to promote effective organisational ties for the development, distribution and use of new or improved information and knowledge related to agriculture. The purpose of this paper is to map some elements that can contribute to an IFAD strategy to stimulate and support pro-poor innovations. It is an initial or exploratory document that hopefully will add to an ongoing and necessary debate, and is not intended as a final position paper. The document is organized as follows.

Experiential learning is prevalent in secondary and university agricultural education programs. An examination of the agricultural education literature showed many inquiries into experiential learning practice but little insight into experiential learning theory. This philosophical manuscript sought to synthesize and summarize what is known about experiential learning theory. The literature characterizes experiential learning as a process or by the context in which it occurs.
This paper introduces the Multilevel Stakeholder Influence Mapping (MSIM) tool, which aims to assist analysts in the study of power dynamics across levels within climate adaptation regimes. The tool is adapted from the Stakeholder Influence-Mapping tool (2005) of the International Institute for Environment and Development (IIED). MSIM is a simple visual tool to examine and display the relative power/influence that different individuals and groups have over a focal issue—in this case, climate change adaptation of smallholder farmers.

This paper investigates Innovation Systems Concepts and Principles starting with an historical perspective. Then it analyzes their application to Integrated Agricultural Research for Development (IAR4D) and makes a comparison between the traditional Research and Development Systems Approaches and the Innovation Systems Approach.
Public–private partnerships that aim at the development of innovations have gained increasing attention from governments, public research and private companies, because they enable partners to draw from complementary resources and profit from synergy and joint learning. This article develops arguments for when partnerships should form and compares them with experiences in real partnership cases in Latin America.
This presentation on the innovation system approach was presented to the Oromiya BoARD meeting in Addis Ababa, Ethiopia, 26 July 2007.
