The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is a research in development program which aims to foster innovation to respond to community needs, and through networking and social learning to bring about development outcomes and impact at scale. It aims to reach the poorest and most vulnerable communities that are dependent upon aquatic agricultural systems. AAS uses monitoring and evaluation to track progress along identified impact pathways for accountability and learning.
This guide has been prepared for use in facilitating and promoting growth in priority sectors already agreed in Decent Work Country Programmes that are based on national priorities owned and led by the constituents (Government and its social partners Employers/Business and Workers). Decent Work Country Programmes are part of national development frameworks focusing on national priorities; they are not ILO programmes.
In Bangladesh, strengthening agricultural innovation calls for facilitation of interactive communication and a wide range of mediation tasks within (and between) stakeholders operating in different social spheres. This paper examines how a public-sector agricultural extension agency has attempted to change its roles in implementing a major agricultural extension project in order to strengthen agricultural innovation.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
The World Bank, in collaboration with the e-Agriculture community and the Food and Agriculture Organization of the United Nations (FAO), hold a series of two week online forums. These e-forums stem from the launch of the World Bank's ICT in Agriculture e-Sourcebook (2011) and the growing demand for knowledge on how to use ICT to improve agricultural productivity and raise smallholder incomes. The Summary presents the discussion during the e-forum held on 4th September 2012.
This paper uses household and key informant survey data from Ethiopia to: (1) understand the organizational structures that influence change in dairy production systems; (2) explore how local-level innovation system networks are functioning in the smallholder dairy production and (3) identify intervention points for strengthening innovation capacity. Results revealed that public sector actors are the major role players in the dairy production system despite their minor role in marketing linkages. We also found out that the private sector actors play peripheral roles in the network.
This paper explores the use of actor-oriented approaches in natural resource-based development. It begins by reviewing the need to bring an analysis of actor linkages, coalitions and information flows higher on the agenda in planning, implementation, monitoring and evaluation. Various tools which could assist in doing this are introduced and their use is illustrated in case studies of natural resource-based research and development (R&D) projects in Nepal and Bangladesh.
This chapter outlines the role of a well-functioning agricultural innovation system in ensuring good use of public funds, and higher responsiveness to the needs of ‘innovation consumers’ through improved collaboration between public and private participants, including across national borders. A well-functioning agricultural innovation system is key to improving the economic, environmental and social performance of the food and agriculture sector.
These Proceedings report on the second International Conference of the Convergence of Sciences (CoS) programme in Elmina (2009). The first International Conference was four years earlier in the same location, where it was discussed how to follow up on the findings of the first CoS Programme phase (entitled CoS1 running from 2001 to 2006). The Conference was intended to introduce the focus on “innovation systems”, and how to enhance these systems for smallholder farmers’ development.
