Effective organizations are critical for sustainable development and particularly important for food security and agriculture. This course explains how to carry out effective analysis and development of state and non-state organizations in member countries and provides illustrations of organizational change including in government ministries, producer organizations and research institutes.

This Module is the first in a series of four that address capacity development competencies in FAO. It is intended to provide FAO staff and consultants with a basic understanding and knowledge of Capacity Development (CD), reflecting the international debate as well as FAO’s perspective on CD. It also provides some key concepts for adopting changes in responsibilities, behaviours and attitudes that are consistent with FAO’s new role in CD.
Innovation in Vidzeme Planning Region is realized in the frame of National innovation system, the elements of which correspond to innovation and innovation system theories, and the best practices of which are applied in the most innovative countries of the world. Nevertheless, innovation in Vidzeme Planning Region is fragmented and is being introduced slowly, and its impact on economic development is faintly visible. It witnesses a problem, which was identified, analysed and its solutions searched by the authors.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector. It suggests a framework for analysing the role of governments in fostering increased innovation, with a view to helping to identify practical actions that governments could take to improve productivity growth, sustainable use of resources, and resilience to future market developments in national and global agriculture and agri-food systems.
In the framework of a wide Foresight process, launched by the Standing Committee on Agricultural Research (SCAR) and aiming to identify possible scenarios for European agriculture in a 20-year perspective, DG RTD/E of the European Commission established a high-level Consultancy Expert Group (CEG) that analysed and synthesised foresight information in order to provide research policy orientations, tacking stock of the report from the first Foresight Expert Group (FEG) published in February 2007.
The paper describes the existing mechanisms of innovation diffusion particularly focusing on the initial phase to introduce the results of innovative projects into the government system of Uzbekistan. The paper aims to analyze the existing bureaucratic, legal and political matrix for the introduction of ZEF project innovations into practice. The innovations developed by the staff of the ZEF/UNESCO project in Uzbekistan range from their content and purpose of use from technological to institutional ones.
