A platform of farmers, retailers and service providers, civil society organisations, NGOs, government officials, and researchers improves livelihoods in Rwanda. Through interaction and collaboration, these groups experiment with various technological and institutional innovations, thereby tackling local agricultural challenges. L’agriculture familiale est de loin la forme d’agriculture la plus répandue au monde, tant dans les pays développés que dans les pays en développement. Elle représente la principale source d’emplois dans le monde. C’est bien plus qu’une simple modalité de production alimentaire. C’est un mode de vie.
La plupart des personnes pauvres et qui souffrent de la faim, dans le monde, sont des ruraux qui tirent un maigre revenu de l’agriculture. En 2010, sur les 1,2 milliard de personnes extrêmement pauvres, quelque 900 millions vivait en milieu rural. Environ 750 millions de ces personnes travaillaient dans l’agriculture, généralement comme petits exploitants familiaux (Olinto et al., 2013). On estime que 200 millions de ruraux pauvres pourraient émigrer vers les villes ces 15 prochaines années, mais la plupart d’entre eux resteront toutefois à la campagne.

It focuses on the development and implementation of action plans for innovation platforms (IPs). The chapter introduces the constitution of committees, IP operationalisation, the case of IP functioning in the Democratic Republic of Congo, and post-formation issues for IPs.

Galvanizing the commitment of agricultural innovation systems (AIS) actors through learning, participation and reflection is a prerequisite for capacity development (CD) initiatives. This phase ensures both a common understanding of the process of CD for AIS as well as to create ownership and high-level support by those that head and lead representative bodies of actors within the system.
The visioning process brings together representatives of actor groups within the agricultural innovation systems (AIS) to build on their common understanding of AIS and the need for a coordinated approach. The process involves a wide spectrum of interested parties including ministries, legislative bodies and representatives of the private sector plus development partners and civil society.
Capacity needs assessment is at the core of the cycle of the TAP Common Framework and it is fundamental to strengthening the agricultural innovation systems (AIS). The Assessment aims to ascertain the level of technical and functional capacity, and in particular the capacity to adapt and respond in the various dimensions. The capacity needs assessment will provide an analysis across the sector to inform the setting of priorities and development of strategic capacity development (CD) interventions.

Prioritization should also include identification of activities that can take off immediately.
