This document intends to provide an analysis of the outcomes of the application of the TAP Common Framework in the eight countries of the Capacity Development for Agricultural Innovation Systems (CDAIS) project. The TAP Common Framework (TAP CF) was developed at the global level as an initial activity of the CDAIS project in order to guide capacity development (CD) and strengthening of Agricultural Innovation Systems (AIS). The project then tested this framework in eight pilot countries (Guatemala, Honduras, Burkina Faso, Angola, Rwanda, Ethiopia, Lao PDR, Bangladesh).
The experiences shared in this book of Conversations of Change capture the outcomes of three years’ work conducted by the eight CDAIS country teams from Angola, Bangladesh, Burkina Faso, Ethiopia, Guatemala, Honduras, Laos and Rwanda. Collected between January and March 2019, they provide insights and perspectives of different actors engaged in the different capacity strengthening processes, within individuals and innovation niche partnerships, and at organisational and national level.
This manual was produced as a resource for the National Innovation Facilitators (NIFs) across countries of the Capacity Development for Agricultural Innovation Systems Project (CDAIS). The objective of this manual is to guide the activities organization level as well as coach the national innovation facilitators. This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
The key concepts and definitions of this brief provide a common point of reference to inform the formulation of the TAP Common Framework on Capacity Development for Agricultural Innovation Systems.
The visioning process brings together representatives of actor groups within the agricultural innovation systems (AIS) to build on their common understanding of AIS and the need for a coordinated approach. The process involves a wide spectrum of interested parties including ministries, legislative bodies and representatives of the private sector plus development partners and civil society.
