This Practical Guide to Capacity Development in a Sector Context has been compiled to accompany Asian Development Bank (ADB)’s Capacity Development Framework and Action Plan. Its purpose is to provide ADB staff and other development practitioners with a set of tools and instruments that can be used to guide capacity development processes. The range of tools and instruments compiled in this guide starts from a sector-wide perspective (political economy and governance features) then moves down to capture individual stakeholders’ perspective.
The UNDP Capacity Assessment Methodology User‘s Guide gives UNDP and other development practitioners a detailed step-by-step guide to conducting a capacity assessment using the UNDP Capacity Assessment Methodology, which consists of the UNDP Capacity Assessment Framework, a three-step process and supporting tools.
This report describes the concepts and methods used to evaluate a regional capacity development project in Latin America. The project under study aims to strengthen planning, monitoring, and evaluation in agricultural research organizations in the region. The report outlines the procedures employed in five evaluation studies and summarizes the results of each study. It then presents consolidated findings in response to three evaluation questions: What were the main contributions of the project to agricultural research management?
In order to facilitate improved returns to research and development in African agriculture, the innovation systems approach which engenders the involvement of multiple stakeholders in its innovation pathway, has been proposed. Despite the potential of this approach, the understanding of its implementation and particularly of the process of setting up its multi-stakeholder platform is still largely lacking. Yet, this platform is critical to the success and sustainability of the operations of the platform.

The Capacity Development Results Framework (CDRF or the Framework) is a powerful new approach to the design, implementation, monitoring, management, and evaluation of development programs. Originally conceived to address well-documented problems in the narrow field of capacity development, the Framework can be profitably applied to assess the feasibility and coherence of proposed development projects, to monitor projects during implementation (with a view to taking corrective action), or to assess the results, or even the design, of completed projects.

The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This paper introduces Rapid Appraisal of Agricultural Innovation Systems (RAAIS). RAAIS is a diagnostic tool that can guide the analysis of complex agricultural problems and innovation capacity of the agricultural system in which the complex agricultural problem is embedded. RAAIS focuses on the integrated analysis of different dimensions of problems (e.g. biophysical, technological, socio-cultural, economic, institutional and political), interactions across different levels (e.g.
Parasitic weeds such as Striga spp and Rhamphicarpa fistulosa in smallholder rice production systems form an increasing problem for food and income security in sub-Saharan Africa. In this paper we implement the Rapid Appraisal of Agricultural Innovation Systems (RAAIS) as a diagnostic tool to identify specific and generic entry points for innovations to address parasitic weeds in rain-fed rice production in Tanzania. Data were gathered across three study sites in Tanzania where parasitic weeds are eminent (Kyela, Songea Rural and Morogoro Rural districts).
