This flyer provides an overview of the TAP Common Framework on Capacity Development (CD) for Agriculture Innovation System (AIS). The objective of the Common Framework is to consolidate the different approaches to CD for AIS, and make interventions more coherent and effective. Approved by TAP Partners in January 2016, the Common Framework is now being validated in 8 pilot countries in Africa, Asia and Central America.
The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. The Livestock and Irrigation Value Chains for Ethiopian Smallholders (LIVES) project supports the efforts of the GoE to transform the smallholder agriculture sector to a more market-oriented sector. LIVES uses a value chain framework to develop targeted livestock and irrigated agriculture commodities through integrated technical and institutional innovations. Such a framework recognizes that value chain actors add value at different stages of the value chain and that individuals and organizations provide inputs and services to the value chain actors.

Rationale Documentation is a vital part of CDAIS project’ objective to test the theory of change in pilot countries because it will enable to record the process of capacity development in agricultural innovation systems. At the same time, documentation will help CDAIS in delivering on public information targets, complying with requirements of its main donor and provide material for communication for development.
