The Philippines is one of the most disaster-prone countries worldwide. Bicol Region is regularly exposed to a variety of natural hazards including tropical storms, typhoons, droughts, drought spells, flash floods, floods, landslides and volcano eruptions, causing frequent destruction, damage and losses. This paper, part of the Social Sciences Working Paper Series, presents studies undertaken by nine community-based, natural resource management (CBNRM)-oriented organizations in China, Viet Nam, the Philippines and Mongolia. The partner organizations, representing three broad types: academic, regional network, and community based, were brought together by a 2006 initiative in an informal network to develop and pilot methods for evaluating capacity development in community-based natural resource management.
This paper examines different practical methods for stakeholders to analyse power dynamics in multi-stakeholders processes (MSPs), taking into account the ambiguous and uncertain nature of complex adaptive systems. It reflects on an action learning programme which focused on 12 cases in Africa and Asia put forward by 6 Dutch development non-governmental organizations (NGOs).
This publication is a product of learning and sharing events supported by IFAD and its partner institutions. Presented in this publication are nine cases of development innovations selected from the IFAD country programme in the Philippines. These cases, selected and largely written by practitioners based on their experiences, reflect scaling up initiatives at different stages of maturity.
LenCD has prepared a joint statement on results and capacity development (presented in this publication), which stresses that meaningful, sustainable results are premised on proper investments in capacity development and that these results materialize at different levels and at different times, along countries’ development trajectory. To provide evidence in support of this statement, LenCD launched a call for submission of stories.

This paper synthesizes Component 2 of the Regoverning Markets Programme. It is based on 38 empirical case studies where small-scale farmers and businesses connected successfully to dynamic markets, doing business with agri-processors and supermarkets. The studies aimed to derive models, strategies and policy principles to guide public and private sector actors in promoting greater participation of small-scale producers in dynamic markets. This publication forms part of the Regoverning Markets project.

What will ensure they continue to do so?
