The importance of agriculture to Mongolia’s economy, and to its rural economy in particular, makes sustainable agricultural development a national priority. The transition from collective socialism to a market economy in the 1990s nearly caused the collapse of the entire agriculture sector. Since privatization, the number of livestock animals, mainly sheep and goats, has increased dramatically, reaching 45.1 million in 2012. This growth in both livestock and crop production was enabled by several factors. Yet investment in research and extension remains very low.

The Committee on Agriculture is one of FAO’s Governing Bodies providing overall policy and regulatory guidance on issues relating to agriculture, livestock, food safety, nutrition, rural development and natural resource management. Established in 1971, the Committee has over 100 Member Nations and generally meets every two years, but may hold additional sessions if needed.
A growing variety of public and private agricultural advisory services are available today, leading to increasingly ‘pluralistic service systems’ (PSS) where advisory services are provided by different actors and funded from different sources. This is generally regarded as an important step forward, as it steers away from relying on purely state-led or privatised service systems. PSS hold the potential to overcome constraints related to funding, staffing and expertise, and to make advisory services more demand-driven.
A growing variety of public and private rural advisory services are available today, leading to increasingly pluralistic service systems (PSS) – in which advisory services are provided by different actors and funded from different sources. PSS have emerged in many countries as a response to a decline in public sector extension and the increasing demand for tailored, diverse and market-oriented services. Private companies, non-governmental organizations and producer organizations, today play more active roles alongside traditional public sector providers.
This booklet grew out of a study on what makes for responsible scaling in the context of agrifood systems, thinking along the same lines as ideas that gave rise to the concept of responsible research and innovation. In our initial exploration, we brought together a number of angles on the topic area (Wigboldus and Leeuwis, 2013; Wigboldus et al. 2016).
This working paper has been prepared as background for the inclusive agribusiness work stream of the Global Donor Platform for Rural Development’s (GDPRD). The paper outlines the concept of inclusive business and its application to the agri-food sector, maps the current state of play and explores implications for donors and the GDPRD.
This presentation was made at the GCARD3 conference (third Global Conference on Agricultural Research for Development), jointly organised by the Global Forum on Agriculture Research (GFAR) and the Consultative Group on International Agricultural Research (CGIAR) in April 2016. La «Note d'Orientation sur l'Opérationnalisation» récapitule brièvement les fondements conceptuels et les principes du Cadre commun de travail pour le renforcement des capacités des systèmes d'innovation agricole et fournit également un guide détaillé de l'opérationnalisation de l'approche à Double Entrée du renforcement des capacités (RC) pour les systèmes d'innovation agricole (SIA). Le document offre aussi une stratégie de suivi et d'évaluation ainsi qu'une Boîte à Outils d'outils sélectionnés qui peuvent être utiles aux différentes étapes du RC pour les SIA.
Le volume «Fondements conceptuels» illustre les fondements conceptuels sous-tendant l’approche et l’opérationnalisation du renforcement des capacités (RC) des systèmes d'innovation agricole (SIA).
