Globalization, urbanization and new market demands - together with ever-increasing quality and safety requirements - are putting significantly greater pressures on agrifood stakeholders in the world. The ability to respond to new challenges and opportunities is important not just for producers but also for industries in developing countries. This paper aims to present what "innovation response capacity" entails, especially for natural resourcebased industries in a developing country context.
Science and technology (S&T) are major contributors to food security, poverty reduction, and economic growth, as has been proven in Asia since the early-1970s through the Green Revolution in agriculture. Continuing to secure such gains, however, is becoming an increasingly complex undertaking. More than ever, quantitative data are vital for measuring, monitoring, and benchmarking the performance of agricultural S&T systems, including their inputs and outcomes.
The privatization of agricultural research and extension establishments worldwide has led to the development of a market for services designed to support agricultural innovation. However, due to market and systemic failures, both supply side and demand side parties in this market have experienced constraints in effecting transactions and establishing the necessary relationships to engage in demand-driven innovation processes.
This paper examines the role of postsecondary agricultural education and training (AET) in sub-Saharan Africa in the context of the region’s agricultural innovation systems. Specifically, the paper looks at how AET in sub-Saharan Africa can contribute to agricultural development by strengthening innovative capacity, or the ability of individuals and organisations to introduce new products and processes that are socially or economically relevant, particularly with respect to smallholder farmers who represent the largest group of agricultural producers in the region.
This regional workshop was designed to strengthen the capabilities of representatives of NIFUs for analyzing the situations of their NAIS, and to use their national experiences to identify strengths, weaknesses, and threats/challenges affecting seven key areas influencing development of NAIS, namely: (i) strategy/policy, (ii) institutional aspects, (iii) stakeholders, (iv) content, (v) people, (vi) infrastructure, and (vii) financial aspects. This guide has been prepared for use in facilitating and promoting growth in priority sectors already agreed in Decent Work Country Programmes that are based on national priorities owned and led by the constituents (Government and its social partners Employers/Business and Workers). Decent Work Country Programmes are part of national development frameworks focusing on national priorities; they are not ILO programmes.
In the framework of a wide Foresight process, launched by the Standing Committee on Agricultural Research (SCAR) and aiming to identify possible scenarios for European agriculture in a 20-year perspective, DG RTD/E of the European Commission established a high-level Consultancy Expert Group (CEG) that analysed and synthesised foresight information in order to provide research policy orientations, tacking stock of the report from the first Foresight Expert Group (FEG) published in February 2007.
