The purpose of this paper is to map some elements that can contribute to an IFAD strategy to stimulate and support pro-poor innovations. The purposes of this course are to review the major reforms being considered internationally that aim to change the policy and institutional structure and operations of public sector agricultural extension systems, and to examine the advantages and disadvantages of each of these reforms as illustrated by the selected case studies. Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
2015 a été une année marquante pour l’avenir de la planète et donc pour l’avenir de chaque femme, chaque homme, chaque enfant, fille ou garçon, aux quatre coins du monde. Over the last 10 years much has been written about the role of the private sector as part of a more widely-conceived notion of agricultural sector capacity for innovation and development. This paper discusses the emergence of a new class of private enterprise in East Africa that would seem to have an important role in efforts to tackle poverty reduction and food security. These organisations appear to occupy a niche that sits between mainstream for-profit enterprises and the developmental activities of government programmes, NGOs and development projects.
