This report on actors and issues in rural advisory services (RAS) aims to provide the required background information and analysis that will – together with other ongoing validation activities – enable GFRAS, the Global Forum for Rural Advisory Services, to develop its long-term strategies and work plans in order to fulfil its mission and functions. Climate change is a huge challenge for the agriculture and rural development (ARD) sector in Romania. On the one hand, agriculture is a source of greenhouse gas (GHG) emissions and must therefore be expected to contribute towards the climate change mitigation goals of the Europe 2020 strategy.
This paper looks at brokerage functions in a project on building innovation capacity through improved networking. Innovation capacity influences how actors respond to changes in their environments. In such dynamic environments well connected sets of actors are at an advantage in that they can combine skills to address the emerging opportunities and challenges. However, policy and cultural barriers especially in African innovation systems raise the transaction costs of networking leading to weak connectivity among actors thus poor innovation capacity.

Interest in farmland is rising. And, given commodity price volatility, growing human and environmental pressures, and worries about food security, this interest will increase, especially in the developing world. One of the highest development priorities in the world must be to improve smallholder agricultural productivity, especially in Africa. Smallholder productivity is essential for reducing poverty and hunger, and more and better investment in agricultural technology, infrastructure, and market access for poor farmers is urgently needed.

Después, ésta habla sobra les avances del extensionismo en las políticas sectoriales y la incorporación de nuevos temas y actores en la agenda de extensionismo.
The purpose of this paper is to re-examine the role that benchmarking can play in rural and agricultural innovations. Although generally known as 'traditional sector', rural activities are far from static but rather driven by old and new challenges pleading for innovative responses. Despite the broad range of insights from the burgeoning literature on innovation systems during the last decade, most benchmarking thinking and practice still remains highly science-based and centred in promoting public R&D, especially in developing countries.
In innovation studies, communication received explicit attention in the context of studies on the adoption and diffusion of innovation that dominated the field in the 1940‐1970 period. Since then, our theoretical understanding of both innovation and communication has changed markedly. However, a systematic rethinking of the role of communication in innovation processes is largely lacking. This article reconceptualises the role of everyday communication and communicative intervention in innovation processes, and discusses practical implications.

This report is about the Directorate General for Development and Cooperation (DEVCO) approach to Agricultural Research for Development (AR4D) in the context of how well it responds to current policy priorities in sustainable agriculture, nutrition and resilience, and how it is positioned within the European and global agenda to achieve maximum impact. The approach builds on lessons learned and reviews and evaluations of research under AR4D portfolio under the Food Security Thematic Programme.
