This paper discusses issues related to support for capacity strengthening for agricultural research for development (ARD) by member countries of the European Initiative for Agricultural Research for Development. It summarises the findings of an analysis of the policies, programmes and projects in capacity strengthening for ARD of fourteen European countries. These policies, programmes and projects were previously examined in relation to a common set of criteria covering aspects of needs identification, design, implementation, assessment, documentation and sharing of information.

Climate change and climate variability are creating negative impacts to agriculture. It affects both food security and crop and livestock production. In the process, it affects the livelihood of communities. Climate-smart agriculture is seen as an alternative to mitigate the challenges of climate change. Literature studies were obtained from journal articles on capacity development. The problem investigated is that climate-smart agriculture (CSA) is a recent concept which needs to be understood with climate change, and the extension advisors do not have requisite skills.
Capacity development (CapDev) is increasingly acknowledged as a crucial part of agricultural development. In the CGIAR Strategic Results Framework (SRF), CapDev is included as a ‘cross-cutting issue’ and as a strategic enabler of Research for Development (R4D) impact for CGIAR and its partners. It goes far beyond the transfer of knowledge and skills through training, and cuts across multiple levels.
This paper reviews the current policies and programmes of EIARD members in relation to capacity development and makes recommendations on future directions. The main issues and recommendations will be incorporated into a policy brief in which specific policy options or guidelines will be presented. The goal of EIARDs strategy is to reduce poverty (i.e. MDGs); to promote economic growth, food security, and sustainable management of natural resources in developing & emerging economy countries and to contribute to global development issues and knowledge generation.

Index-Based Livestock Insurance (IBLI) is the world’s first index-based insurance designed to protect vulnerable pastoralists in drought-stricken areas from losing their primary asset—livestock. This case study demonstrates the opportunities and challenges emerging from the IBLI project. It explains the need to establish the product in locations with large vulnerable pastoralist populations and encourages students to consider and develop an IBLI growth strategy.
The Livestock and Irrigation Value Chains for Ethiopian Smallholders (LIVES) project is funded by the Department of Foreign Affairs, Trade and Development Canada. The LIVES capacity development pillar seeks to strengthen innovation and the learning capacity of value chain actors and service providers to develop livestock and irrigation agriculture value chains. Using participatory processes to assess knowledge and skills gaps of value chain actors and service providers, it identifies capacity development interventions. In the field of agricultural research for development (AR4D), such platforms are an important element of a commitment to more intentional, structured and long-term engagement among sector stakeholders.
