This report summarizes studies conducted in a framework of TAP-AIS project implemented by FAO’s Research and Extension Unit, and funded by the European Union as a component of the European Union initiative on “Development Smart Innovation through Research in Agriculture” (DeSIRA).
The publication is a part of the FAO work to assist the member countries in reforming their national Extension and Advisory Services (EAS). It highlights the main elements and provides concrete guidelines for the policy makers to make EAS demand-driven, i.e. responsive to diverse needs and demands of rural producers, including the most vulnerable groups, women and youth etc.
Women play a key role in agriculture and food security, making up around 48 percent of the agricultural labour force in low-income countries. Despite this, their important contribution is hardly visible and largely unrecognized. Gender equality regards human rights but gender-based constraints in the sector cause also major inefficiencies in value chains, and are a key impediment for rural development, food security, and social and environmental sustainability. Moreover, the severe and multidimensional constraints faced by women hamper their productive potential and livelihoods.
Policy briefs are an effective tool to communicate policy messages using evidence. Thus, the Department of Agriculture Extension and Cooperatives (DAEC) and the Department of Planning and Cooperation (DOPC) of the Ministry of Agriculture and Forestry (MAF) in Lao PDR organized a multi-stakeholder policy dialogue process with support from FAO’s TAP-AIS project to spur discussion and gather evidence for this policy brief. Stakeholders involved in the policy dialogue process included representatives from the private sector, farmers organizations, academia, NGOs and the government.

El presente documento sistematiza los principales hallazgos de la Mesa de Articulación Interinstitucional para el fortalecimiento del sistema territorial de innovación del sector lechero en Boyacá (Colombia), llevada a cabo en la ciudad de Tunja el 12 de mayo de 2022. This guide on Monitoring, Evaluation and Learning was prepared under the project Capacity Development for Agricultural Innovation Systems (CDAIS), a global partnership (Agrinatura, FAO and eight pilot countries) that aims to strengthen the capacity of countries and key stakeholders to innovate in complex agricultural systems, thereby achieving improved rural livelihoods. The multi-stakeholders Assessment Form is a tool to enable the different actors creating a partnership to ask systematic questions to a potential partner to ensure a good fit with the goal, vision and needs of the partnership. This tool can be used at the development/ starting point phase of the partnership to explore a potential relationship.
This tool is designed for reviewing the partnership to assess whether it is achieving the goals of the individual actors or partner organisations. It is essentially a ‘health check’ of the innovation partnership. This tool can offer an opportunity to the partners to reflect on the value of the partnership from their own organization’s perspective. It also helps to assess what-if any- changes would improve the effectiveness of the partnership and to agree as a group to any revisions to the partnership agreement taking into account the findings of the review process.
