One of the most important things that innovation platforms do is to build the capacity of their members to innovate. Some key elements of innovation capacity include: self-organization, learning new skills, changing mindsets, valuing others’ roles in innovation, having a holistic view, being able to adapt to changing situations, creating new ideas, recognizing opportunities, being proactive, using indigenous ideas, and looking to the future. This brief uses the analogy of a traditional African cooking pot to explain how innovation capacity is developed within an innovation platform.
Vertical linkages occur among innovation platforms organized at different levels: community, district and national. Horizontal linkages occur among platforms situated at the same level (e.g. in multiple districts) to strengthen their bargaining position or for learning. This brief discusses ways to facilitate learning and problem solving across innovation platforms at different levels (vertical linkages) and between initiatives located at the same level (horizontal linkages). This document is about a session of the Second Global Conference on Agricultural Research for Development (GCARD2), which was held in Punta del Este, Uruguay, in 2012. The session focused on how to strengthen institutional capacities as well as multi-disciplinary and multi-organizational networking, including through improved policies, management practices, structures and incentives, so that institutions become more adaptive and responsive, as well as more effective in linking farmers, research, education, extension and development actors.

Both women and indigenous peoples face key barriers that limit their capacity to access and benefit from development projects. In a country like Peru where women and indigenous peoples represent a large share of the rural poor, integrating proactive measures into project design is crucial to reach these populations. The Peru Agricultural Research and Extension Program (INCAGRO) gave great emphasis to designing financing instruments that will give equitable opportunities to indigenous peoples and women's organizations.
