Science and technology (S&T) are major contributors to food security, poverty reduction, and economic growth, as has been proven in Asia since the early-1970s through the Green Revolution in agriculture. Continuing to secure such gains, however, is becoming an increasingly complex undertaking. More than ever, quantitative data are vital for measuring, monitoring, and benchmarking the performance of agricultural S&T systems, including their inputs and outcomes.
This report assesses trends in investments, human resource capacity, and research outputs in agricultural R&D -excluding the private (for-profit) sector- in LAC. This work summarizes background papers prepared for the World Bank Group with significant input from government counterparts and other development partners. It takes stock of major recent developments and argues that a lot has been achieved in the last decade in terms of production of commodities for export and food consumption, with favorable impact on rural poverty reduction. It also argues that the two factors driving the recent agricultural performance, namely favorable international prices and expansion of the agricultural frontier, have reached their limits.

Food systems are at a crossroads. Profound transformation is needed to address Agenda 2030 and to achieve food security and nutrition (FSN) in its four dimensions of availability, access, utilization and stability, and to face multidimensional and complex challenges, including a growing world population, urbanization and climate change, which drive increased pressure on natural resources, impacting land, water and biodiversity. This need has been illustrated from various perspectives in previous HLPE reports and is now widely recognized.
