El presente documento presenta un marco conceptual para los términos agricultura familiar e inclusión, hace una caracterización de la agricultura familiar y los problemas relativos a la exclusión en las áreas rurales, y analiza la institucionalidad creada para responder a estas situaciones. Finalmente, sugiere un conjunto de propuestas de lineamientos estratégicos para el fortalecimiento e inclusión de la agricultura familiar en las dinámicas del desarrollo de los territorios rurales, construidas participativamente en un taller interinstitucional.

This publication represents a synthesis of assessments of national agricultural innovation systems in countries of Central Asia, South Caucasus and Turkey. In sub-Saharan Africa, there is increasing interest for the adaptation and use of the innovation systems approach to advance learning and development in the Agricultural Research and Development (ARD) sector. This crave is constrained by unavailability of a proven blue print that describe the paradigm shift from the linear approach and how such could function under different socio-economic, cultural and political climate.
The European Innovation Partnership for agricultural productivity and sustainability (EIP-AGRI), which can be perceived as a platform based on interaction among farmers, researchers, and advisors/extensionists, represents a useful tool for a better understanding of applied innovation processes.
Multi-actors networks are increasingly used by farmers to link between them and to be interactively connected with other partners, such as advisory organizations, local governments, universities, and non-farm organizations. Given the importance assigned to the agricultural innovation by EU resorting to the networking between the research chain actors and the farmers, a strong focus on enhancing the creation of learning and innovation networks is expected.
This policy brief consolidates lessons learned from an in-depth literature review on small-scale farmer (SSF) innovation systems and a two-day expert consultation on the same topic, hosted in Geneva by Quaker United Nations Office (QUNO) in May 2015. This review draws together published literature on the evolution of the concept, how on-farm innovation systems function in practice, and the roles of outside actors in supporting them.
