This learning module on Applying innovation system concept in agricultural research for development has been prepared to serve as a tool in achieving the objective of strengthening the capacity of project staff and other researchers and actors who are believed to have a key role to play in ushering in market-led agricultural transformation. Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
In this paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, the authors discuss a conceptual framework that understands innovation processes as the outcome of collaborative networks where information is exchanged and learning processes happen. They argue that technical and economic factors used to analyse drivers and barriers alone are not sufficient to understand innovation processes.
This paper addresses questions over the function and institutional arrangements of climate finance from an innovation systems perspective. It examines the barriers that prevent developing countries from transitioning to low-carbon and climate-resilient economies, and the interventions necessary to overcome those barriers. It finds that the barriers to innovation and economic change are much more pervasive than a lack of incentives.
This evaluation examined the support the European Commission’s DG for Development and International Cooperation (DEVCO) provided to Research and Innovation (R&I) in partner countries during the last EU budget period (2007-2013). The objectives of the evaluation were to provide an overall judgment on the extent to which the EU development co-operation policy has adopted a strategic approach to support R&I and whether the approach was appropriate to enhance capacity to reach development objectives.
This document sets out how EU Research and Innovation (R&I) policy contributes to the major global challenge of ensuring food and nutrition security (FNS). It is a first step in the further development of a more coherent approach to European R&I which aims at mobilising resources and stakeholders to set out aligned R&I agendas in response to recent international political drivers such as the Sustainable Development Goals and the COP 21 climate commitments.
