Este articulo busca sintetizar el proceso incesante de mejora en la organización interna del Instituto Nacional de Tecnología Agropecuaria, desde el fortalecimiento del sistema de extensión, hasta la internalización del enfoque territorial como estrategia de planificación y gestión del accionar institucional en la complejidad sistémica que caracteriza a los territorios.
La façon donc les organismes de recherche et d'appui aux agriculteurs participent aux processus de développement de l'agriculture et du monde rural fait l'objet de débats. Ceux-ci portent à la fois sur la compréhension des besoins réels des agriculteurs et sur les formes de coordination entre les différents acteurs de la production de connaissances traduisibles en actions. Nous proposons d'illustrer cette problématique à partir d'un programme de coopération franco-argentin Innovaciones, Desarrollo, Exploitationes Agropecuarias, Sociedad local (IDEAS), engagé en Argentine en 1995-1996.
La présente note commence par indiquer brièvement en quoi une politique de la concurrence est importante pour les économies en développement et en transition. Elle aborde ensuite certains éléments essentiels de l’établissement d’une culture de la concurrence. Idéalement, ce processus devrait tout d’abord consister en une « évaluation des besoins » dans différents domaines, qui permettra probablement de dresser une liste de mesures à hiérarchiser et à prendre.
Global adoption of transgenic crops reached 67.7 million hectares in 2003 from 2.8 million in 1996. Delivery has occurred almost entirely through the private sector and adoption has been rapid in areas where the crops addressed serious production constraints and where farmers had access to the new technologies. Three countries (USA, Argentina and Canada), three crops (soybean, cotton and maize) and two traits (insect resistance and herbicide tolerance) account for the vast majority of global transgenic area.
The publication reviews forty years of development experience and concludes that donors and partner countries alike have tended to look at capacity development as mainly a technical process, or as a transfer of knowledge or institutions from North to South.

Le présent document a reconnu l’existence d’un consensus international croissant au sujet de l’importance de l’objectif de renforcement des capacités et de la façon dont il a des chances d’être réalisé. L’accent a été mis sur la reconnaissance du fait que le renforcement des capacités est un processus endogène, sur l’importance de l’appropriation des politiques nationales qui en résulte, et sur la nécessité pour les donneurs de se limiter à encourager et à soutenir les efforts du pays.
This book is the re-titled third edition of the widely used Agricultural Extension (van den Ban & Hawkins, 1988, 1996). Building on the previous editions,Communication for Rural Innovation maintains and adapts the insights and conceptual models of value today, while reflecting many new ideas, angles and modes of thinking concerning how agricultural extension is taught and carried through today.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.
