These guidelines have been elaborated by the CDAIS project to organize policy consultations at national level. In particular, they can be used by project teams (e.g. project managers, facilitators, policy consultants) for the planning of national policy dialogue events to discuss policy related issues emerged during the local consultations at innovation partnership level and require attention of national policy makers.

The second Action plan of the Tropical Agriculture Platform (TAP) covers the period 2018-2021. The draft Plan was presented at the fifth TAP Partners Assembly in Laos in September 2017, at which partners appointed a task force to finalise the Action Plan for review by the TAP Steering Committee and final approval by the TAP Partners’ Assembly. The goal of the second TAP Action Plan is to strengthen agricultural innovation capacities at country level.

Centred on a reservoir and irrigation scheme for livestock keepers and crop producers, the core objective of CDAIS Rwangingo catchment was to promote fair, effective and efficient use of water, as well asconflict management through collaboration among users. It stimulated a partnership framework among water users, service providers (including extensionists, input suppliers and water users organisations ) and supporters (Agri projects, enablers).
Cassava is an important crop especially in the south of Rwanda. A processing factory was constructed, but it was unable to source enough roots to make it profitable. Since CDAIS became involved, however, actors got together, saw the problems and agreed ways forward. Now a few years later business is booming for all involved, from farmers with a secure market, producers of improved planting material, and the factory itself that produces much more cassava flour and now employs 230 people.
In November 2016, a CDAIS capacity needs assessment of a community milk processing centre started a process that has seen clear changes in less than a year. The Burera dairy was selected as one of the country’s ‘innovation niche partnerships’, and the assessment, workshop and associated training allowed participants to better understand the value chain, the issues, problems, and possible solutions. The Outcome mapping factsheet provides a series of steps to gather information on the outcomes of the process initiated by capacity development for agricultural innovation. This tool provides an overview of the outcome mapping methodology used for planning and assessing projects/programmes oriented towards change and social transformation. A simplified version (three stages and 10 steps) is proposed, based on the original IDRC methodology and experiences from the application in the CDAIS project.
