High elevation páramo (wetland) ecosystems in the Andes are important water sources for local communities and downstream agricultural and urban users. These headwater catchments, however, are often impacted by human activities (eg agricultural production) that affect both stream water quality and flow. Knowledge about water availability, quality, and use is essential for effective management but is often lacking, particularly in smaller mountain communities.
This declaration, by the participants of the V FORAGRO Meeting, aims at promoting agriculture with knowledge and at adopting the perspective of innovation in the technological policies and in the organisations.
In this paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, the authors discuss a conceptual framework that understands innovation processes as the outcome of collaborative networks where information is exchanged and learning processes happen. They argue that technical and economic factors used to analyse drivers and barriers alone are not sufficient to understand innovation processes.
The development objective of the Sustainable Management of Agricultural Research and Technology Dissemination Project is to improve the institutional capacity and performance of the Indonesian Agency for Agricultural Research and Development (IAARD) to develop and disseminate relevant and demand-driven innovative technologies, meeting the needs of producers and of the agri-food system. The rural space is home to 53 percent of Nigeria's population and more than 70 percent of its poor. While it is well understood in Nigeria that financial exclusion of the rural population stunts development, still fewer than 2 percent of rural households have access to any sort of institutional finance.

Globalization, urbanization and new market demands - together with ever-increasing quality and safety requirements - are putting significantly greater pressures on agrifood stakeholders in the world. The ability to respond to new challenges and opportunities is important not just for producers but also for industries in developing countries. This paper aims to present what "innovation response capacity" entails, especially for natural resourcebased industries in a developing country context.
