International Food Policy Research Institute (IFPRI) partnered with the Asia-Pacific Association of Agricultural Research Institutions (APAARI) in 2011 to conduct a series of policy dialogues on the prioritization of demand-driven agricultural research for development in South Asia. Dialogues were conducted with a wide range of stakeholders in Bangladesh, India, and Nepal in mid-2012 and this report captures feedback from those dialogues.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. The role of civil society in influencing public opinion towards more democratic and developmental approaches is now well-recognised in diverse fields such as health, education, livelihoods, issues relating to disadvantaged social groups and the environment. Yet, science and technology in India is predominantly seen as the preserve of the state, and more recently the market. In the linear model of innovation, civil society is seen at best as having a role in extension or the delivery of technology produced elsewhere.

The Andhra Pradesh sorghum coalition illustrates the valued added by working in coalition. By combining different perspectives to give rise to new, synthesised ideas, the member organisations worked at a faster pace and achieved their objectives more successfully and sustainably than they could have done if working separately. The methodology of their research was designed collaboratively. As a result, scientists carried out repeat experiments on poultry, at the request of poultry farmers and feed manufacturers, which greatly increased their confidence in the evidence.

This report is concerned with the ‘who?’ ‘what?’ and ‘how?’ of pro-poor extension. It builds on the analytical framework proposed in the Inception Report of the same study (Christoplos, Farrington and Kidd, 2001), taking it forward by fleshing out the analysis with empirical information gathered from several countries during the course of the study (from primary data in Bolivia, Colombia, Nicaragua, Uganda and Vietnam, and from secondary sources in a range of other countries, including India), and drawing conclusions on the scope for action by governments and donors in a range of contexts.

This paper presents an overview of current opportunities and challenges facing efforts to increase the impact of rural and agricultural extension. The starting point for this analysis is in recognition that the days when agricultural extension was synonymous with the work of public sector agencies are over.

The universal application of the T&V model of agricultural extension in more than 50 countries is one of agricultural development’s best known failures. The approach worked well in places where it was originally developed, but proved inappropriate almost everywhere else. In this report Rasheed Sulaiman V. and Andy Hall worry that an apparently successful extension innovation piloted in India is set to suffer a similar fate.

The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.
