Le projet CALAO – Capitalisation d’expériences d’acteurs pour le développement de techniques agroécologiques résilientes en Afrique de l’Ouest – a été mis en œuvre au cours de l’année 2017 dans le cadre du Projet d’appui à la sécurité alimentaire en Afrique de l’Ouest (PASANAO), financé par l’AFD et dont la maîtrise d’ouvrage est assurée par la CEDEAO.
Land and property rights, migration, and citizenship are complex issues that cut across all social, economic, and political spheres of West Africa. This paper provides an overarching scoping of the most pressing contemporary issues related to land, migration, and citizenship, including how they intersect in various contexts and locations in West Africa. The way issues are analytically framed captures structural challenges and sets them against the regional and global meta-trends of which policy makers and practitioners should be aware for conflict-sensitive planning.

Efficient policies governing structures for national and regional knowledge management need to be formulated and the working procedures of the various actors in the field need to be defined more sharply.
This Practical Guide to Capacity Development in a Sector Context has been compiled to accompany Asian Development Bank (ADB)’s Capacity Development Framework and Action Plan. Its purpose is to provide ADB staff and other development practitioners with a set of tools and instruments that can be used to guide capacity development processes. The Capacity Development Results Framework (CDRF or the Framework) is a powerful new approach to the design, implementation, monitoring, management, and evaluation of development programs. Originally conceived to address well-documented problems in the narrow field of capacity development, the Framework can be profitably applied to assess the feasibility and coherence of proposed development projects, to monitor projects during implementation (with a view to taking corrective action), or to assess the results, or even the design, of completed projects.
