En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
Los sistemas alimentarios sostenibles son fundamentales para garantizar que las generaciones actuales y futuras tengan seguridad alimentaria y puedan llevar una dieta saludable. Para hacer la transición hacia la sostenibilidad, es necesario reconstruir muchas actividades del sistema alimentario, y un sinnúmero de actores en todo el mundo están empezando a actuar localmente. Recent sessions of FAO Governing Bodies have put a strong focus on science, technology and innovation and Members are increasingly requesting FAO’s support to harness science and innovation. The FAO Science and Innovation Strategy (the Strategy) was adopted by the FAO Council at its 170th Session following an inclusive and transparent consultative process, with the participation of all Members through formal sessions of Governing Bodies (including the Regional Conferences in 2022), as well as two informal consultations and informal meetings with Regional Groups.

The Sourcebook is the outcome of joint planning, continued interest in gender and agriculture, and concerted efforts by the World Bank, FAO, and IFAD. The purpose of the Sourcebook is to act as a guide for practitioners and technical staff inaddressing gender issues and integrating gender-responsive actions in the design and implementation of agricultural projects and programs. It speaks not with gender specialists on how to improve their skills but rather reaches out to technical experts to guide them in thinking through how to integrate gender dimensions into their operations.

Innovation Platforms are increasingly being proposed and used in agricultural research for development project and programs. Innovation Platforms provide space to farmers, agricultural service providers, researchers, private sector and other stakeholders to jointly identify, analyse and overcome constraints to agricultural development. Although innovation platforms have been successful in addressing agricultural challenges, there is a risk that they are promoted as a panacea for all problems in the agricultural sector... which would clearly be a big mistake.
The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation.
