This report assesses trends in investments, human resource capacity, and research outputs in agricultural R&D -excluding the private (for-profit) sector- in LAC. Over the past few decades, some countries in Asia have been more successful than others in addressing poverty and malnutrition. The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia.
This summary is a condensed version of the June 2011 Agriculture and Climate Change: A Scoping Report developed by a team of expert authors, in consultation with UN Framework Convention on Climate Change (UNFCCC) negotiators and other key stakeholders, and facilitated by Meridian Institute. The aim of that report was to provide independent, objective analysis on many complex issues related to agriculture and climate change. This summary provides key points for policymakers, focusing on the unique aspects of agriculture when considered in the context of climate change.
Many experts believe that low-cost mitigation opportunities in agriculture are abundant and comparable in scale to those found in the energy sector. They are mostly located in developing countries and have to do with how land is used. By investing in projects under the Clean Development Mechanism (CDM), countries can tap these opportunities to meet their own Kyoto Protocol obligations. The CDM has been successful in financing some types of agricultural projects, including projects that capture methane or use agricultural by-products as an energy source.
This paper reviews Pakistan's agriculture performance and analyzes its agriculture and water policies. It discusses the nature of rural poverty and emphasizes the reasons why agricultural growth is a critical component to any pro-poor growth strategy for Pakistan. It supports these arguments by summarizing key results from recent empirical analysis where the relative benefits of agricultural versus non-agricultural led growth are examined. The results also provide an illustration of farm and non-farm linkages.
This paper sheds light on how to harvest the "youth dividend" in Sub-Saharan Africa by creating jobs in agriculture. The agriculture that attracts the youth will have to be profitable, competitive, and dynamic. These are the same characteristics needed for agriculture to deliver growth, to improve food security, and to preserve a fragile natural environment.
This work summarizes background papers prepared for the World Bank Group with significant input from government counterparts and other development partners. It takes stock of major recent developments and argues that a lot has been achieved in the last decade in terms of production of commodities for export and food consumption, with favorable impact on rural poverty reduction. It also argues that the two factors driving the recent agricultural performance, namely favorable international prices and expansion of the agricultural frontier, have reached their limits.
