Over the past few decades, some countries in Asia have been more successful than others in addressing poverty and malnutrition. The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia.

The global impacts of the climate crisis are becoming ever clearer, and natural resources and ecosystems are being depleted. Despite some progress, hunger and poverty persist, and inequalities are deepening. The world is realizing that unsustainable high external inputs and resource-intensive industrialized systems pose a real danger of biodiversity loss, increased greenhouse gas emissions, shortages of healthy food, and the impoverishment of dispossessed peasants around the world.

In the rapidly changing context of agri-food systems, extension and advisory services (EAS) are expected to provide new roles and services that go well beyond the traditional production-related technology transfer. Consequently, pluralistic EAS systems with diverse actors have emerged with diverse actors, including private and civil society organisations. These multiple EAS actors must adopt innovative entrepreneurship models if they are to act proactively and respond to the increasing diversity of farmers’ demands while staying independent and sustainable.

Women play a key role in agriculture and food security, making up around 48 percent of the agricultural labour force in low-income countries. Despite this, their important contribution is hardly visible and largely unrecognized. Gender equality regards human rights but gender-based constraints in the sector cause also major inefficiencies in value chains, and are a key impediment for rural development, food security, and social and environmental sustainability. Moreover, the severe and multidimensional constraints faced by women hamper their productive potential and livelihoods.

The overall objective of the technical workshop was to present the guidelines on AIS and EAS assessments, the results at country level and to design and develop a framework of indicators to complement those assessments. Specific objectives were to:

The national assessment of the agricultural innovation system (AIS) in Malawi was conducted using a framework of four types of analyses: functional, structural, capacity and enabling environment analysis. The approach included five case studies that addressed three methods including the use of indigenous methods for fall armyworm (FAW) control in Farmer Field Schools (FFS), livestock transfer programs, and a horticulture marketing innovation platform in Mzimba, Ntchisi, Balaka, and Thyolo districts. 

Since 2017, in line with COAG’s recommendation, the Research and Extension Unit engaged in the development of a participatory AIS assessment framework including a customizable toolbox for countries with a totally new capacity development perspective. The assessment framework is meant for actors of the national agricultural innovation systems, i.e.

Equipping agricultural extension and advisory services with nutrition knowledge, competencies and skills is essential to promote nutrition-sensitive agriculture. This report presents the results of an assessment of capacity within agricultural extension and advisory services, undertaken in Telangana State, India, with the global capacity needs assessment (GCNA) methodology developed by FAO and GFRAS. The International Fund for Agricultural Development (IFAD) financed the second Cordillera Highland Agricultural Resource Management Project (CHARMP2), in areas where poverty is most severe among indigenous peoples in the highlands of the Cordillera Region in northern Philippines. The aim is to reduce poverty and improve the livelihoods of indigenous peoples living in farming communities in the mountainous project area. The indigenous peoples consist of many tribes whose main economic activity is agriculture.

In order to realize the potential of agricultural innovation in family farming, national priorities of sustainably increasing food production and productivity, and reducing hunger and poverty, require rural knowledge institutions to be stronger and communication processes to be improved. This brief synthesizes the focus of FAO’s research and extension branch on transforming agricultural innovation systems of member countries.
