This paper analyses a monitoring, evaluation and learning (MEL) system developed within an agricultural research for development institution. The system applies aspects of the Outcome Harvesting tool and focuses on learning for adaptation and improvement of innovation processes. Developmental evaluation principles are applied to discuss its application. The MEL system provides insight into the processes and interactions with next users that generate outcomes.

Bangladesh is the eighth largest mango-producing country in the world. In 2014–2015, 10 million tonnes of fruit was produced, of which 1.5 million tonnes were mangoes. Due to the nutritional value and their popularity, mangoes are considered as a high priority for national food security. They are also an important commodity crop, and production has increased considerably in recent years due to multi-cropping.

The Feed the Future Asia Innovative Farmers Activity (AIFA) is a regional project working to facilitate the scaling of critical agricultural technologies through regional partnership and technology transfer. A challenge for researchers and other developers of new technologies in agriculture is to find ways of communicating their results and recommendations. This challenge is particularly acute in regions in which farmers have limited access to education and where illiteracy is widespread, such as in the rural areas of Mali. One approach that shows potential, yet remains largely unused by extension services, is the dissemination of educational video on mobile phones with video and Bluetooth technology, which are widespread in the region.
