Papa Andina began as a regional research program focusing on the Andean potato sectors of Bolivia, Ecuador and Peru, but later shifted its focus to facilitating pro-poor innovation. To accomplish this shift, a number of approaches were developed to foster innovation, by facilitating mutual learning and collective action among individuals and groups with differing, often conflicting, interests.
This methodological guide was initially developed and used in Latin America and the Caribbean-LAC (Honduras, Nicaragua, Colombia, Peru, Venezuela, Dominican Republic), and was later improved during adaptation and use in eastern African (Uganda, Tanzania, Kenya, Ethiopia) through a South-South exchange of expertise and experiences. The aim of the methodological guide is to constitute an initial step in the empowerment of local communities to develop a local soil quality monitoring and decision-making system for better management of soil resources.
This report is concerned with the ‘who?’ ‘what?’ and ‘how?’ of pro-poor extension. It builds on the analytical framework proposed in the Inception Report of the same study (Christoplos, Farrington and Kidd, 2001), taking it forward by fleshing out the analysis with empirical information gathered from several countries during the course of the study (from primary data in Bolivia, Colombia, Nicaragua, Uganda and Vietnam, and from secondary sources in a range of other countries, including India), and drawing conclusions on the scope for action by governments and donors in a range of contexts.
This paper discusses a methodology to model precipitation indices and premium prices for index-based drought insurance for smallholders. Spatial basis risk, which is borne by the insured, is a problem, especially in variable topography. Also, site-specific drought risk needs to be estimated accurately in order to offer effective insurance cover and ensure financial sustainability of the insurance scheme. We explore farmers' perceptions on drought and spatial climate variability and draw conclusions concerning basis risk with regards to the proposed methodology.
This paper has been prepared under the guidelines provided by the TAP Secretariat at the FAO, as a contribution to the G20 initiative TAP, which includes near 40 partners and is facilitated by FAO. Its purpose is to provide a Regional synthesis report on capacity needs assessment for agricultural innovation, with capacity gaps identified and analyzed, including recommendations to strengthen agricultural innovation systems (AIS) and draft policy recommendations to address the capacity gaps.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
