In order to realize the potential of agricultural innovation in family farming, national priorities of sustainably increasing food production and productivity, and reducing hunger and poverty, require rural knowledge institutions to be stronger and communication processes to be improved. This brief synthesizes the focus of FAO’s research and extension branch on transforming agricultural innovation systems of member countries.
Under the REGATTA Initiative (Regional Portal for Technology Transfer and Action against Climate Change in Latin America and Caribbean) this project seeks to develop actions towards vulnerability and adaptation to climate change assessment in agriculture and water resources in the Andes of Colombia, Ecuador and Peru.
Papa Andina began as a regional research program focusing on the Andean potato sectors of Bolivia, Ecuador and Peru, but later shifted its focus to facilitating pro-poor innovation. To accomplish this shift, a number of approaches were developed to foster innovation, by facilitating mutual learning and collective action among individuals and groups with differing, often conflicting, interests.
De manera particular, el establecimiento y desarrollo de mecanismos de aprendizaje entre actores tiene un alto potencial para generar conocimientos acumulativos y compartidos acerca de lo que funciona, lo que no funciona y los factores que influyen en el éxito o fracaso de diferentes iniciativas de intervención en tiempos y espacios diversos. Por esto, las alianzas de aprendizaje son un mecanismo con potencial para mejorar la efectividad de las intervenciones externas.
This book discusses innovation problems and opportunities for family farming in the different regions of the American continent, as well as the role of hemispheric, regional and national agrifood research systems. Likewise, it provides a description of the main innovation actions and projects promoted by IICA, and the main success cases over recent years.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. In this article is presented an emergent capacity development approach that the authors have developed through participatory action research in Peru and Ecuador, which they call ‘systemic theories of change’ (STOC), for organisational capacity development. They argue that capacity development should be understood as systemic learning. The STOC approach promotes reflection about how we as individuals, organisations, and broader social groups and societal configurations, understand how change occurs.
This book reports on the Papa Andina Partnership Program, which has been an especially innovative and productive regional initiative, bringing together researchers, small farmers, diverse market actors, and dozens of organizations in Bolivia, Ecuador, and Peru to spur innovation in public policies, potato products, and value market chains.
