This report summarizes the findings of the Nigeria Agriculture Public Expenditure Review (NAGPER). The NAGPER was undertaken to achieve four main objectives: (i) establish a robust data base on public expenditure in the agricultural sector; (ii) diagnose the level and composition of agricultural spending in the recent past; (iii) understand the budget processes that determine resource allocation in the sector; and (iv) draw preliminary policy recommendations for agriculture. These objectives are admittedly modest.
This paper sets out to explore the nature of new organisational and institutional vehicles for managing innovation in order to put research into use for social gain. It has reviewed four classes of such vehicles found in South Asia.
In this paper, presented at the 12th European IFSA Symposium (Workshop: "Generating spaces for innovation in agricultural and rural development") in 2016, the authors assess the integration of new entrants to small-scale farming into agricultural knowledge and innovation systems (AKIS), in four study sites located on Europe’s periphery (Bulgaria, Poland, Portugal, and the United Kingdom).
In the framework of a wide Foresight process, launched by the Standing Committee on Agricultural Research (SCAR) and aiming to identify possible scenarios for European agriculture in a 20-year perspective, DG RTD/E of the European Commission established a high-level Consultancy Expert Group (CEG) that analysed and synthesised foresight information in order to provide research policy orientations, tacking stock of the report from the first Foresight Expert Group (FEG) published in February 2007.
Asian agriculture is faced with major new challenges as a result of globalisation, urbanisation and environmental problems such as climate change. To meet these challenges, Asian agriculture needs to become more knowledge intensive and innovation oriented. This article frames the new Asian challenge in terms of innovation theory, emphasising the importance of the co-evolution of technological and institutional change and linkages between actors in open, interactive innovation processes.

Multi-stakeholder initiatives (MSIs) are a form of private governance sometimes used to manage the social and environmental impacts of supply chains. This work argue that there is a potential tension between input and output legitimacy in MSIs. Input legitimacy requires facilitating representation from a wide range of organizations with heterogeneous interests. This work, however, faces collective action problems that could lead to limited ambitions, lowering output legitimacy.
This guide is mainly for researchers already involved in natural resource management (NRM). It assumes some familiarity with the often complex and chaotic reality of NRM projects, and tries to provide a systematic treatment of all the issues that may need to be considered. While many issues are considered in the guide, only a subset of them have to be dealt with in any specific NRM project. This booklet will also be of interest to implementers of NRM projects, as many of the elements and strategies are common to research and implementation.
