Building Agribusiness Capacity in East Timor (BACET) directly contributes to USAID/Timor-Leste’s agriculture and workforce development strategies for economic growth. Though categorized as a capacity building and workforce development activity, many of the key activities of BACET have included infrastructure improvements, which are longer-term in nature. Similarly, teacher training and changed teaching methods have long-term impact.
Africa Lead II is a program dedicated to supporting and advancing agricultural transformation in Africa as proposed by the African Union Comprehensive Africa Agriculture Development Program. Simultaneously, it contributes to USAID’s Feed the Future goals of reduced hunger and poverty by building the capacity of Champions—defined as men and women leaders in agriculture—to develop, lead, and manage the policies, structures, and processes needed for the transformation process.

It helps direct decisions and facilitate successful policy processes and outcomes in extension and advisory services by making knowledge accessible, fostering synergies and promoting policy processes to improve RAS and rural development. This document is intended to serve as a resource for assessing capacity needs in a project or programme. A capacity needs assessment (CNA) is a process for identifying a project’s perceptions (through staff, partners and stakeholders) on various capacity areas that impact the work they do. The process helps identify challenges and opportunities for enhancing key skills thereby enhancing the project’s ability to achieve its objectives. The overall goal of a CNA is to determine the gap between required and existing capacities.

The purpose of this piece of work is to investigate, through a literature review, the role of intermediaries in agricultural and rural development. In the first place, a general view of the roles of intermediaries, (focusing on the two main types of intermediaries, i.e. facilitators and brokers), as depicted in literature, is provided. Following, the emergence of facilitators and brokers in agricultural literature is explored based on the turn from reductionist to systemic science as well as from the expert syndrome to participatory development.
