This article explores how conflict-induced displacement influences agricultural innovation processes and systems, and its implications after the return home or permanent resettlement of smallholder farmers. Results show that high rates of agricultural innovation occurred during displacement in the Sudanese Civil War (1983-2005), many of which were maintained afterwards.

This paper assesses how institutional interactions can strengthen effectiveness, by focusing on three multi-stakeholder partnerships for renewable energy. Based on an expert survey and semi-structured interviews, the study provides both theoretical and empirical contributions to understanding institutional interactions in relation to effectiveness. There is sufficient evidence, drawn from surveys of innovation in the public sector and cognitive testing interviews with public sector managers, to develop a framework for measuring public sector innovation. Although many questions that are covered in the Oslo Manual guidelines for measuring innovation in the private sector can be applied with some modifications to the public sector, public sector innovation surveys need to meet policy needs that require collecting additional types of data.
In the context of an exponential rise in access to information in the last two decades, this special issue explores when and how information might be harnessed to improve governance and public service delivery in rural areas. Information is a critical component of government and citizens’ decision-making; therefore, improvements in its availability and reliability stand to benefit many dimensions of governance, including service delivery.
The rural production in Brazil has experienced a significant competitive impact with the stabilization of the economy promoted by the Real Plan in 1994. Indeed, the Brazilian agriculture has achieved efficiency gains in terms of technology, economies of scale and general modernization of the activity in the field. In this context, the professional management of rural production evolved. However, the governance process does not evolve in the same dimension, and the “governance risk” is still poorly addressed in the rural environment, which often limits the potential of operations.
This paper discusses ICT for Open Innovation (OI) from a capabilities perspective. The study distinguish two types of capabilities for OI: strategic, which need to be developed so that the organization can take advantage of an OI strategy proactively, and operational for the efficient implementation of OI processes.

Para poder identificar intervenciones con mayores oportunidades de tener incidencia en los procesos de formación, es necesario reconocer y comprender los procesos “emergentes” y su sostenibilidad cuando se pasa del nivel local al general (masificación).
