The first phase in the development of the Common Framework on Capacity Development for Agricultural Innovation systems (CD for AIS) consisted of the review of the existing literature, building up a repository of relevant documentation on agricultural innovation in general and AIS and CD for AIS. This report summarizes this first phase. In particular, Section 1 covers this brief introduction. Sections two and three focus on the review of relevant literature, presenting the methodology used and the structure of the repository itself.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
The World Bank, in collaboration with the e-Agriculture community and the Food and Agriculture Organization of the United Nations (FAO), hold a series of two week online forums. These e-forums stem from the launch of the World Bank's ICT in Agriculture e-Sourcebook (2011) and the growing demand for knowledge on how to use ICT to improve agricultural productivity and raise smallholder incomes.The Summary presents the discussion during the e-forum held on 4th September 2012.

They are also among the heaviest users of information communication technologies (ICTs). This paper uses household and key informant survey data from Ethiopia to: (1) understand the organizational structures that influence change in dairy production systems; (2) explore how local-level innovation system networks are functioning in the smallholder dairy production and (3) identify intervention points for strengthening innovation capacity. Results revealed that public sector actors are the major role players in the dairy production system despite their minor role in marketing linkages. We also found out that the private sector actors play peripheral roles in the network.
This paper contributes to the ongoing discussion in the scientific literature on the advantages and disadvantages of privatization of extension and advisory services and the shift from thinking in terms of the traditional Agricultural Knowledge System towards a broader Agricultural Innovation System.
The agricultural innovation systems approach emphasizes the collective nature of innovation and stresses that innovation is a co-evolutionary process, resulting from alignment of technical, social, institutional and organizational dimensions. These insights are increasingly informing interventions that focus on setting up multi-stakeholder initiatives, such as innovation platforms and networks, as mechanisms for enhancing agricultural innovation, particularly in sub-Saharan Africa.

This paper is an attempt to take stock of the authors' work. In Section 2, the authors reflect upon the emergence and fairly rapid diffusion of the concept ‘national system of innovation’ as well as related concepts. In Section 3, they describe how the Aalborg-version of the concept evolved by a combination of ideas that moved from production structure towards including all elements and relationships contributing to innovation and competence building.
