As part of the Capacity Development for Agricultural Innovation System Project (CDAIS) a Policy Dialogue process is being implemented in the 8 pilot countries.
The purposes of the Policy Dialogue is to contribute to the improvement of the process of development or implementation of policies that promote agricultural innovation through improved dialogue and interaction among key stakeholders and, ultimately to contribute to the enhancement of the enabling environment for agricultural innovation.
This document aims to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. The context might be an actual or potential “innovation platform” such as the three commodity-based platforms selected for the piloting capacity assessment methods, or it might be a project or programme that is more generally focused on strengthening of innovation within a subsector of agriculture within a country, such as livestock or horticulture.
This report provides an overview of the Tropical Agriculture Platform (TAP) since its inception in 2012, when it was officially launched by FAO at the first G20 Meeting of Agriculture Chief Scientists (MACS) in September 2012 in Mexico, until December 2017. This document is intended to serve as a resource for assessing capacity needs in a project or programme. A capacity needs assessment (CNA) is a process for identifying a project’s perceptions (through staff, partners and stakeholders) on various capacity areas that impact the work they do. The process helps identify challenges and opportunities for enhancing key skills thereby enhancing the project’s ability to achieve its objectives. The overall goal of a CNA is to determine the gap between required and existing capacities.
Bien que l’appui apporté aux communautés rurales en matière de renforcement de la vulgarisation et de conseil, ait fait l’objet de nombreux débats ces dernières années, l’on sait peu de choses sur la façon de renforcer les capacités nécessaires dans les services de vulgarisation et de conseil (SVC), et sur le rôle que ces services jouent dans le système d’innovation agricole (SIA).
L'article propose d'utiliser le concept de sécurisation alimentaire pour étudier les actions et processus qui améliorent une situation alimentaire, plutôt que celui de sécurité alimentaire qui se réfère avant tout à la satisfaction de besoins alimentaires. Dans une première partie, ces deux concepts sont précisés et discutés. La sécurité alimentaire est caractérisée selon plusieurs dimensions : disponibilités, conditions d'accès, qualités des aliments, stabilité, mais aussi objectifs sociaux et politiques.
L'innovation est souvent présentée comme l'un des principaux leviers pour promouvoir un développement plus durable et plus inclusif. Dans les domaines de l'agriculture et de l'alimentation, l'innovation est marquée par des spécificités liées à sa relation à la nature, mais aussi à la grande diversité d'acteurs concernés, depuis les agriculteurs jusqu'aux consommateurs, en passant par les services de recherche et de développement.
Les politiques d'innovation dans les filières agricoles en Côte d'Ivoire depuis 2011 reposent sur la création d'un dispositif de transferts technologiques qualifié de "Plateformes d'Innovation", pour introduire des plants de variétés et d'hybrides améliorés. Cet article s'intéresse particulièrement aux conséquences des "Plateformes d'Innovation Banane Plantain" (PIP) dans la réorientation des choix technologiques locaux. Il interroge leurs résultats sur l'amélioration de l'indépendance alimentaire.
