This CIPCAD/GCARD final statement and Action Plan was presented during the GCARD 2010 meeting. It includes considerations on Capacity Strengthening and on Renovating Capacity Building Systems and Building Platforms for Collective Learning and Innovation.
This presentation was prepared for the meeting of the Executive Committee of FORAGRO which was held in Montpellier, France, on march 2010. The main points discussed here are the following:

This workshop paper relates to the consultation organized by the Global Forum for Agricultural Research (GFAR), FAO of the UN (FAO), Asia-Pacific Association of Agricultural Research Institutions APAARI), International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). Consultation held at ICRISAT, Hyderabad, India, in December 2009. The paper focuses on the application of the ICTS in agriculture and agricultural development and includes the summary of workshop outputs and pre-workshop Think Pieces.
Livelihoods, food security, and development processes in Sub-Saharan Africa are highly dependent on land management practices to generate natural ecosystem goods and services. Out of a total population of about 717 million people, almost 60 percent depend for their livelihood on agriculture, hunting, fishing, or forestry. However, unsustainable land management already is leading to large-scale land degradation trends, which pose a threat to food security and poverty alleviation in Sub-Saharan Africa. Climate change threatens to exacerbate and add to the existing vulnerabilities.
Commercial Villages Stores (CVS) Programme has been developed and is being implemented by Farm Concern International (FCI) with financial support from USAID/COMPETE (the Competitiveness and Trade Expansion Program) in Kenya and Uganda. The programme, which commenced in September 2009, is aimed at graduating smallholder farmers from subsistent farming to market-oriented production as active and reliable agri-commodity value chain players.
The USAID COMPETE (the Competitiveness and Trade Expansion Program) funded Commercial Village Stores (CVS) project implemented in Kenya, Meru region in Eastern Province and Eastern Uganda (Jinja) has continued to educate the target communities on post harvest solutions at the village level. Quarter 4 (July-Sept 2010) activities sought to build on strengthening the Meru sites collective action in post harvest handling and storage at the village level with an outreach to more than 10000 farmers in Igoji, Tigania East, Tigania West and Tharaka Districts.
The Commercial Village Stores (CVS) project funded by USAID COMPETE (the Competitiveness and Trade Expansion Program) implemented in Kenya, Meru region in Eastern Province and Western Uganda Bushenyi district has continued to benefit under the project.
Face aux enjeux majeurs pour l’avenir de la sécurité alimentaire et de l’agriculture mondiale, le phénomène d’acquisition et de location de terres à grande échelle est un sujet fortement controversé qui mobilise activement les médias et l’opinion publique.

Impératif de développement et impératif de lutte contre le changement climatique sont plus que jamais liés. Le changement climatique accentue les inégalités en touchant de plein fouet les populations les plus pauvres. En accentuant la vulnérabilité de ces pays, il compromet chaque jour un peu plus leurs chances de se développer. C’est pourquoi, depuis 2007, Coordination SUD1 et le RAC-France ont décidé d’unir leurs forces pour peser davantage sur la position de la France dans le cadre des négociations internationales sur le climat.
Chez nous, certains en rêveraient presque … fini le chant du coq à 5h du matin, les odeurs de purin dans les campagnes, les manifestations des producteurs de lait à coup de tracteurs qui bloquent les entrées des villes, et aussi terminé l’argent du contribuable «gaspillé» dans le gouffre des subventions agricoles. D’autres, avec un haussement d’épaules, ne noteraient peut-être même pas la différence.
