In Lao People's Democratic Republic (PDR), agricultural innovation has the potential to improve livelihoods of farmers and rural people, improve food and nutrition security, and allow for sustainable management of natural resources. In order to enable innovation, a well-functioning national Agriculture Innovation System (AIS) should encourage better coordination among the different stakeholders, including national organizations and the private sector.

The concept of an innovation system is used to understand how innovation contributes to economic growth. However, innovation systems do not evolve evenly in different parts of the world. This paper contributes to the ongoing debate on the emergence of innovation systems in the context of developing countries. It uses the Rwandan case, where agriculture is a dominant socio-economic sector with high innovation potential. It explores how stakeholder interactions and policies contribute to the emergence of an agriculture innovation system in Rwanda.
Food systems are at a crossroads. Profound transformation is needed to address Agenda 2030 and to achieve food security and nutrition (FSN) in its four dimensions of availability, access, utilization and stability, and to face multidimensional and complex challenges, including a growing world population, urbanization and climate change, which drive increased pressure on natural resources, impacting land, water and biodiversity. Continuing to secure such gains, however, is becoming an increasingly complex undertaking. More than ever, quantitative data are vital for measuring, monitoring, and benchmarking the performance of agricultural S&T systems, including their inputs and outcomes.
Where CGIAR breeding programs rely on the private sector for the multiplication and distribution of improved cultivars, persistent challenges have dampened their impact on varietal adoption and turnover rates. Part of the problem is that research and practice in CGIAR and among its national breeding program partners tend to treat the private sector as a vehicle for seed delivery, rather than as commercial businesses facing a range of unique constraints and threats.
