There are divergent views on what capacity development might mean in relation to agricultural biotechnology. The core of this debate is whether this should involve the development of human capital and research infrastructure, or whether it should encompass a wider range of activities which also include developing the capacity to use knowledge productively. This paper uses the innovation systems concept to shed light on this discussion, arguing that it is innovation capacity rather than science and technology capacity that has to be developed.
This study examines the contributions of IFPRI over the last 10 years to policy development, training, and capacity-strengthening activities with Malawi, focused particularly on addressing the chronic food insecurity and malnutrition that has prevailed for the last 60 years. The paper is divided into five sections.
This study was undertaken to assess the utility of remotely sensed net primary productivity (NPP) data to measure agricultural sustainability by applying a new methodology that captures spatial variability and trends in total NPP and in NPP removed at harvest. The sustainable intensification of agriculture is widely promoted as a means for achieving the Sustainable Development Goals (SDGs) and transitioning toward a more productive, sustainable, and inclusive agriculture, particularity in fragile environments.
The use of technology in agriculture plays an important role in the production chain cycle, as well as in the improvement of processes and productivity. To develop a model for measuring the technological capacity of family agriculture systems, it is necessary to assess the gaps related to indicators and the technological potentialities of these farmer groups, which are often not considered when they require financial support and do not get enough. Thus, the aim of this study is to identify the indicators used to evaluate the technological capacity of farm systems and agriculture.
Much of fish consumed by the poor are caught by household members and traded in local markets. These fish are rarely or poorly included in national statistics, and it is therefore difficult to estimate precisely the real contribution of fish to the rural poor households. This report is the first global overview of the role played by fish in improving nutrition. Fish consumption patterns of the poor, the nutritional value of fish, and small-scale fisheries and aquaculture activities are considered. It also highlights the gap in knowledge where more research is needed.
Biotechnology offers great potential to contribute to sustainable agricultural growth, food security and poverty alleviation in developing countries. Yet there are economic and institutional constraints at national and international levels that inhibit the poor people's access to appropriate biotechnological innovations.
Capacity development interventions are considered critical entry points for advancing gender equality in agricultural research systems. However, the impacts of capacity development programs are often difficult to track. Academic reviews highlight that insufficient attention is paid to the suitability of gender training programs to increase capacity and limited evidence is available on their longer-term impacts.
There is widespread need for gender-responsive agricultural research, yet the question of how this kind of research can be implemented and its success measured needs further interrogation. This paper presents a framework, developed on the basis of literature and validated by experts, for tracking the gender responsiveness of agricultural research throughout the research cycle, from the research plan to the dissemination of research findings. The framework was tested in Uganda and Rwanda on 14 research projects considered to be gender-responsive.
Innovation rests not only on discovery but also on cooperation and interactive learning. In agriculture, forestry and related sectors, multi-actor partnerships for ‘co-innovation’ occur in many forms, from international projects to informal ‘actor configurations’. Common attributes are that they include actors with ‘complementary forms of knowledge’ who collaborate in an innovation process, engage with a ‘larger periphery’ of stakeholders in the Agricultural Knowledge and Innovation System (AKIS) and are shaped by institutions.
