The new Constitution of Nepal (2015) has initiated federal, provincial, and local governments in Nepal, each bestowed with respective rights, responsibilities, power and authority. While developing the new mechanism of governance, the Constitution has given immense authority as well as responsibility to local governments, which is unprecedented and has never been experienced before in the history of Nepal. Along with the restructuring of the state, the institutional mechanism of the agriculture sector has also been restructured.
Mounting evidence points to the fact that climate change is already affecting agriculture and food security, which will therefore make the challenge of ending hunger, achieving food security, improving nutrition, and promoting sustainable agriculture even more difficult (FAO 2016). The Policy Compendium for Rural Advisory Services (RAS) is a tool that contributes to filling the gap between the rural advisory services (RAS) policy environment and RAS efforts in the field. It helps direct decisions and facilitate successful policy processes and outcomes in extension and advisory services by making knowledge accessible, fostering synergies and promoting policy processes to improve RAS and rural development. This brief deals with the importance of power and representation within in innovation platforms. The brief is part of the series of ‘practice briefs’ intended to help guide agricultural research practitioners who seek to support and implement innovation platforms. A contribution to the CGIAR Humidtropics research program, the development of the briefs was led by the International Livestock Research Institute; they draw on experiences of the CGIAR Challenge Program on Water and Food, several CGIAR centres and partner organizations.
This paper considers genetically modified (GM) seed adoption decisions by farmers in a developing country under two alternative information regimes (with and without perfect information regarding production conditions) that allows the monopolist producer of GM seeds to either practice perfect discrimination or uniform pricing. Under each regime we analyze two scenarios: when the government can and cannot credibly commit to the announced form of welfare enhancing intervention in the domestic seed market.
