The goal is to improve capacity for joint innovation, and strengthen this capacity at partnership, organizational and institutional/policy level, through an iterative process with the different stakeholders involved i.e. action and reflection, consolidation of lessons learned and re-planning. This concept note is about the Joint Capacity Building Programme on the Implementation of Farmers’ Rights. This programme, launched by the International Treaty on Plant Genetic Resources for Food and Agriculture, starts from the local level, recognizing the value of smallholder farmers around the world in the conservation, use and improvement of food crops as the basis of local, national and global food security. Agriculture is among the most risk-prone sectors in the economies of Central Asia. Production shocks from weather, pests and diseases and adverse movements in agricultural product and input prices not only impact farmers and agri-business firms, but can also strain government finances. Some of these risks are small and localized and can be managed by producers. Others are the result of more severe, exogenous shocks outside agriculture that require a broader response.

La co-conception de systèmes agricoles innovants est une piste prometteuse pour répondre au défi de l’innovation, notamment pour les exploitations agricoles familiales africaines confrontées à de multiples changements. Mais il faut penser à la place et aux rôles tenus par de multiples acteurs (agriculteurs, conseillers, chercheurs) pour produire les changements souhaités par toutes les parties, et donc réfléchir à la question du partenariat dans le processus.
