This paper examines different practical methods for stakeholders to analyse power dynamics in multi-stakeholders processes (MSPs), taking into account the ambiguous and uncertain nature of complex adaptive systems. The Philippines is one of the most disaster-prone countries worldwide. Bicol Region is regularly exposed to a variety of natural hazards including tropical storms, typhoons, droughts, drought spells, flash floods, floods, landslides and volcano eruptions, causing frequent destruction, damage and losses. Agriculture is among the most vulnerable sectors to extreme weather events and changing climate. People depending on agriculture are regularly facing the challenge to protect and maintain their livelihoods.
The agriculture sector has been and will continue to be important for poverty alleviation efforts in Indonesia. Indonesia was very successful in increasing agriculture productivity during the 1970s and up to the early 1990s, but productivity stagnated during most of the 1990s, partly as a result of declining public investments. Public spending on agriculture has increased significantly in the last decade, but a large share of that spending has been allocated to subsidizing private inputs.

TAP and its partners carried out regional surveys in Asia, Africa and Central America to assess priorities, capacities and needs in national agricultural innovation systems. This document provides a Regional synthesis report on capacity needs assessment for agricultural innovation in Africa. FARA was selected as Recipient Organization by FAO to facilitate TAP implementation in Africa. This is mainly due to its position as the umbrella organization bringing together and forming coalitions of major regional stakeholders in agricultural research and development.
