Asian agriculture is faced with major new challenges as a result of globalisation, urbanisation and environmental problems such as climate change. To meet these challenges, Asian agriculture needs to become more knowledge intensive and innovation oriented. This article frames the new Asian challenge in terms of innovation theory, emphasising the importance of the co-evolution of technological and institutional change and linkages between actors in open, interactive innovation processes.

Many experts believe that low-cost mitigation opportunities in agriculture are abundant and comparable in scale to those found in the energy sector. They are mostly located in developing countries and have to do with how land is used. By investing in projects under the Clean Development Mechanism (CDM), countries can tap these opportunities to meet their own Kyoto Protocol obligations. The CDM has been successful in financing some types of agricultural projects, including projects that capture methane or use agricultural by-products as an energy source.

Improved irrigation water pricing sufficient to cover Operation and Maintenance (O&M) and management costs for end-canal irrigation or tertiary facilities is a vital requirement for efficient irrigation service delivery and for sustainability of Water User Associations (WUAs). This study investigates the key aspects of end canal water pricing for irrigation, including the composition of the water fee, water price determination, water fee collection, and water fee management.
