This report sets out the synthesis of work carried out within the framework of the Sahel and West Africa Club (SWAC) Secretariat Initiative on “The family economy and agricultural innovation: towards new partnerships”. The initiative aimed to stimulate analyses, collect field data and case studies that encourage debates between regional actors, with a view to informing the development of regional policies and actions in order to promote and strengthen producer access to agricultural innovation, where most producers are anchored in the family economy.
This paper is the result of a joint effort of OECD/DAC and LenCD to assemble the critical messages about training and learning that are emerging from the current international scrutiny of training and capacity development. It synthesises current wisdom on the topic, and offers a sense of direction on where the debate is going, particularly in terms of approaches to capacity development interventions at country and field levels. The Challenge of Capacity Development: Working Towards Good Practice draws on four decades of documented experience provided by both bilateral and multilateral donors, as well as academic specialists, to help policy makers and practitioners think through effective approaches to capacity development and what challenges remain in the drive to boost country capacity. The analysis is underpinned by a conceptual framework which guides practitioners to view capacity development at three interrelated levels: individual, organisational and enabling environment levels.

L’accent a été mis sur la reconnaissance du fait que le renforcement des capacités est un processus endogène, sur l’importance de l’appropriation des politiques nationales qui en résulte, et sur la nécessité pour les donneurs de se limiter à encourager et à soutenir les efforts du pays.

This paper is a contribution to the establishment of a new capacity development (CD) 9 strategy, a process that the Consortium Office will facilitate, with external input, during 2013. The paper explores the lessons learned from CGIAR’s experience with CD and reflects the findings of a working group that was brought together in late 2012. The objective of the paper is to identify the roles that individual and institutional CD might play in CGIAR in order to increase CGIAR’s impact on the welfare of smallholder farmers and the sustainability of their farming systems.
This report refers to the workshop which was held on October 21-25, 2013 at ILRI Campus in Nairobi, Kenya. The workshop involved a variety of sessions which made use of presentations, card exercises, group work and discussions to facilitate the engagement of the participants in sharing, learning, discussing and planning around CapDev in CGIAR. This report provides an overview of the workshop sessions, focusing mainly on the key discussion topics, results and next steps.
