Transfer of knowledge through expatriate nationals (TOKTEN) initiative is a UNDP technical assistance modality that aims at human resource capacity building in countries that suffer from brain-drain. One of the main constraints that impede maximum contribution of human resource development programs towards sustainable development is lack of gender-sensitivity. TOKTEN initiative is believed to overcome this constraint. Thus, this paper will examine this thesis in the Sudanese setting.

It is concluded that societal needs, scientific discoveries, and public and private funding are the driving forces behind change. Innovation systems can be defined in a variety of ways: they can be national, regional, sectoral, or technological. They all involve the creation, diffusion, and use of knowledge. Systems consist of components, relationships among these, and their characteristics or attributes. The focus of this paper is on the analytical and methodological issues arising from various system concepts. There are three issues that stand out as problematic. First, what is the appropriate level of analysis for the purpose at hand?

This paper is a case study of capacity strengthening activities carried out at the Agricultural Research Corporation in Sudan between July 2008 and March 2011. These activities were undertaken through the project ‘Strengthening Capacity for Agricultural Research and Development (SCARDA)’ which was implemented in the East and Central Africa region by the Association for Strengthening Agricultural Research in East and Central Africa.
This document aims to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. The context might be an actual or potential “innovation platform” such as the three commodity-based platforms selected for the piloting capacity assessment methods, or it might be a project or programme that is more generally focused on strengthening of innovation within a subsector of agriculture within a country, such as livestock or horticulture.
