This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. Este libro, originalmente un documento de trabajo económico y sectorial del Banco Mundial, se inició como resultado de un taller internacional,“Desarrollo de sistemas de investigación para el apoyo a un cambiante sector agrícola”, que fue organizado por el Departamento de Agricultura y Desarrollo Rural del Banco Mundial en junio de 2004 en Washington, DC.
El propósito de este Manual es ejercer de guía para profesionales y personal técnico al tratar cuestiones de género y al integrar acciones de perspectiva de género en el diseño e implementación de programas y proyectos agrarios. No se dirige a especialistas de género para que mejoren sus capacidades sino más bien a expertos técnicos para guiarlos a analizar a conciencia cómo integrar la dimensión de género en sus operaciones.
Los proyectos insignia definidos por el IICA en su Plan de Mediano Plazo 2014-2018, son el principal instrumento de su cooperación técnica y tienen alcance hemisférico, aunque buscan resultados concretos en las esferas regional, plurinacional y nacional. Uno de ellos es el de “Productividad y sustentabilidad de la agricultura familiar para la seguridad alimentaria y economía rural (PIAF)”, dentro del cual se inscribe esta propuesta metodológica de encuentros asociativos.
Although it is not always acknowledged, power differences between partners fundamentally affect Agricultural Research for Development (ARD) partnerships. In referring to its African-European ARD partnerships, PAEPARD has often alluded to aspects of power without naming them as such. The project was established to create “equitable and balanced partnerships” between: a) researchers and research users, and b) African and European partners.
Inclusion is a key issue for Agricultural Research for Development (ARD). Development goals in and of themselves call for better livelihoods and opportunities for the less privileged actors working in agriculture. They also call for greater equity and balanced representation of the population at an institutional level. This brief focuses on how ARD processes can more sensitively address gender relations and youth issues. Women and young people have distinctive needs and interests which can be less visible within broader “Producer Organizations”, for example.

And this is the sort of change that the CDAIS project is beginning to engender, as partners start to implement approaches that better promote innovation in agriculture, by inspiring small and simple personal revolutions… Ethiopia is one of eight CDAIS pilot countries, and within each, several ‘niches’ or ‘innovation partnerships’ have been selected.
Con el espíritu de contribuir a este enfoque se presenta esta guía metodológica sobre “Sistemas Territoriales de Abastecimiento Alimentario” orientada a técnicos, académicos y tomadores de decisiones tanto de gobiernos locales, regionales o nacionales como de la iniciativa privada. Su objetivo es brindar pautas para analizar los sistemas de abastecimiento, con énfasis en la inclusión de la agricultura familiar.
