This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. The universal application of the T&V model of agricultural extension in more than 50 countries is one of agricultural development’s best known failures. The approach worked well in places where it was originally developed, but proved inappropriate almost everywhere else. In this report Rasheed Sulaiman V. and Andy Hall worry that an apparently successful extension innovation piloted in India is set to suffer a similar fate.
Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies.
In order to facilitate Participatory Technology Development (PTD) in African agriculture, extensionists and scientists must collaborate with local innovators to optimise (where necessary) and disseminate their innovations. This literature review proposes a conceptual model for PTD in which technology is developed in the context of an adoption cycle. Building on an innovation-decision approach, the characteristics of innovations that achieve widespread uptake are identified.
Innovation system approach offers an holistic, multidisciplinary and comprehensive framework for analyzing innovation process, the roles of science and technology actors and their interactions, emphazing on wider stakeholder participation, linkages and institutional context of innovation and processes. In this paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, the authors discuss a conceptual framework that understands innovation processes as the outcome of collaborative networks where information is exchanged and learning processes happen. They argue that technical and economic factors used to analyse drivers and barriers alone are not sufficient to understand innovation processes.
