In this paper the authors present the diagnosis and re-design of farm systems as part of an innovation process involving farmers and scientists to improve the sustainability of family farms in south Uruguay. Although were selected farms with a large variation in resource endowment, they shared the main critical points of sustainability: low productivity and deteriorated soil quality.
En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
El estudio buscó caracterizar dos elementos complementarios en el subcontinente latinoamericano: i) el surgimiento de políticas públicas específicas para el sector de la AF, y ii) la forma en que las políticas agrarias clásicas afectan ese sector. This note offers a conceptual framework for dealing with 1) institutional and capacity assessment; and 2) capacity development issues, mainly in the public sector areas. This framework will be particularly useful in the in the preparation of support to sector programmes and budget support exercises.
This evaluation is being commissioned within the framework contract for Evaluation of the EC’s main policies and strategies which was signed on 10 April 2007 between the EC and a consortium led by the German company Particip and composed of ADE (Aide à la Décision Économique Belgium), DIE (Deutsches Institut für Entwicklungspolitik), DRNI (Italian Development Researchers’ Network), ECDPM (European Centre for Development Policy Management), and ODI (Overseas Development Institute).
This evaluation examined the support the European Commission’s DG for Development and International Cooperation (DEVCO) provided to Research and Innovation (R&I) in partner countries during the last EU budget period (2007-2013). The objectives of the evaluation were to provide an overall judgment on the extent to which the EU development co-operation policy has adopted a strategic approach to support R&I and whether the approach was appropriate to enhance capacity to reach development objectives.
The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. Este documento describe herramientas que se han diseñado para aumentar la orientación a la demanda y mejorar la efectividad del apoyo al desarrollo de la capacidad (DC), incluida en la Estrategia de la Comisión Europea para la reforma de la cooperación técnica (CT). Las herramientas se usan habitualmente en formación y talleres y también sirven de orientación a la hora de evaluar la capacidad y ayudar a los socios a desarrollar estrategias y programas de DC, especialmente a escala sectorial.
This synthesis report presents the outputs of the workshop organised by CTA at its headquarters in Wageningen, The Netherlands, 15-17 July 2008. The outputs are presented in two main parts, each corresponding to one of the workshop objectives, and ends with a section on the way forward as suggested by the workshop participants. It also includes a first attempt to come to a consolidated generic framework on AIS performance indicators, based on the outputs of the different working groups.
LenCD has prepared a joint statement on results and capacity development (presented in this publication), which stresses that meaningful, sustainable results are premised on proper investments in capacity development and that these results materialize at different levels and at different times, along countries’ development trajectory. To provide evidence in support of this statement, LenCD launched a call for submission of stories.
