Les performances commerciales, économiques, de sécurité alimentaire et des filières prioritaires (productions végétales, animales etc) sont illustrées, ainsi que les leçons tirées de la mise en œuvre des programmes et une synthèse du diagnostic du secteur agricole.
This evaluation examined the support the European Commission’s DG for Development and International Cooperation (DEVCO) provided to Research and Innovation (R&I) in partner countries during the last EU budget period (2007-2013). The objectives of the evaluation were to provide an overall judgment on the extent to which the EU development co-operation policy has adopted a strategic approach to support R&I and whether the approach was appropriate to enhance capacity to reach development objectives.
The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. It is a first step in the further development of a more coherent approach to European R&I which aims at mobilising resources and stakeholders to set out aligned R&I agendas in response to recent international political drivers such as the Sustainable Development Goals and the COP 21 climate commitments.
This paper offers a perspective on the Agricultural Knowledge and Innovation System. The first chapter gives an introduction to the subject and explains the role of SCAR and of the Strategic Working Group AKIS. The second chapter investigates the AKIS and their role in innovation, including the policy context of the European Innovation Partnership “Agricultural productivity and sustainability”. Chapter 3 discusses the relation in a globalised world between Agricultural Research (AR) and Agricultural Research for Development (ARD).
The Guidance Note on Operationalization provides a brief recap of the conceptual underpinnings and principles of the TAP Common Framework as well as a more detailed guide to operationalization of the proposed dual pathways approach. It offers also a strategy for monitoring and evaluation as well as a toolbox of select tools that may be useful at the different stages of the CD for AIS cycle.

To enhance integrated rainwater management in crop-livestock systems in the Volta basin of Burkina Faso, innovation platforms (IP) comprising of multiple stakeholders were established in the districts of Koubri and Ouahigouya. Quarterly IP meetings were organized to collectively identify and prioritize constraints and opportunities, and to design and implement strategies to address them. IP represents an example of putting the agricultural innovations systems’ perspective into practice.
This report provides a synthesis of all findings and information generated through a “stocktaking” process that involved a desk study of Prolinnova documents and evaluation reports, a questionnaire to 40 staff members of international organizations in agricultural research and development (ARD), self-assessment by the Country Platforms (CPs) and backstopping visits to five CPs. In 2014, the Prolinnova network saw a need to re-strategise in a changing context, and started this process by reviewing the activities it had undertaken and assessing its own functioning.
This study identifies entry points for innovation for sustainable intensification of agricultural systems. An agricultural innovation systems approach is used to provide a holistic image of (relations between) constraints faced by different stakeholder groups, the dimensions and causes of these constraints, and intervention levels, timeframes and types of innovations needed. The authors aim at showing that constraints for sustainable intensification of agricultural systems are mainly of economic and institutional nature.
